Konstantin Filatov was born on October 20, 1926 in Kiev.
In 1955 he graduated from the Odessa Art School, where his teachers were Todorov, Muchnik, Kordonsky, Veksler.
From 1957 he participated in the national and international art exhibitions.
Filatov had been a member of the Union of Artists of the USSR since 1960.
Filatov worked in the field of easel painting. He is the author of numerous genre paintings, landscapes, portraits and still lifes.
From 1970 to 1974, Filatov was a teacher of the Odessa Art School.
In 1972, Filatov was awarded the State Prize of Ukraine.
In 1974, Filatov was awarded the honorary title "Honored Artist of Ukraine"
Paintings by Filatov are represented in many museums and private collections in Ukraine and abroad.
